10/03/08: Not included in the $700 Bill Bail out! Dear Russ I work on Wall Street and as you can imagine we are facing incredible challenges every single day. I typically have a budget that can be used toward bonuses for my Financial Advisors. I was told by my superiors that for 2009 my budget is actually a third of what I would normally be allotted.
